Viewpoint : Verifying a Fissile Material Production Cut - off Treaty

چکیده
Dr. Victor Bragin has been involved in the development of a fissile material cut-off treaty since 1994, first as Safeguards Analyst at the International Atomic Energy Agency, and since January 1996 as Safeguards Adviser at the Australian Safeguards and Non-Proliferation Office (ASNO). Mr. John Carlson is Director-General of ASNO, and is a statutory officer responsible directly to the Australian Foreign Minister. Mr. John Hill is Head of the International Safeguards Section at ASNO, where his focus is on the Strengthened Safeguards System. This paper reflects the views of the Australian Safeguards and NonProliferation Office and does not necessarily represent Australian government policy. The Conference on Disarmament (CD) in Geneva has recently decided to establish an Ad Hoc Committee for the negotiation of a fissile material cutoff treaty (FMCT). Such a treaty would prohibit the production and, most likely, the acquisition of fissile material for nuclear weapons or other nuclear explosive devices. This decision represents an important opportunity. An FMCT would serve both nuclear disarmament and nonproliferation objectives, as a logical complement to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the Comprehensive Test Ban Treaty (CTBT).

Uses of Commercial Satellite Imagery in FMCT Verification
Negotiations on a fissile material cut-off treaty (FMCT) were agreed to in 1998 at the Conference on Disarmament (CD) in Geneva after several years’ delay caused by debates over its scope and linkage to nuclear disarmament measures. However, the negotiations have yet to get underway, as they have not been reauthorized by the CD in subsequent years. Should the negotiations move forward, it is ex...
متن کاملCONFRONTING THE “PERPETUAL MENACE TO HUMAN SECURITY”. Openness as a Tool to Enable Nuclear Disarmament
Nuclear weapon states historically have attached great secrecy to their nuclear weapon and fissile material production programs and stockpiles, despite warnings that this would fuel fears, handicap informed debate and decision making, and drive arms races. As evidenced by the “Action Plan on Nuclear Disarmament” agreed upon at the 2010 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) Re...

The present paper describes the individual analytical methodologies (Thermal Ionization Mass Spectrometry, Inductively Coupled Plasma Mass Spectrometry and Alpha Spectrometry) that were developed for uranium age determination and discusses their advantages and drawbacks. With respect to a potential application of the methods (e.g. Fissile Material Cut-off Treaty), the discussion focuses on high...

In this paper, I will explore China's possible position in upcoming FMCT negotiations, China’s major security concerns, the kind of verification provisions that could be accepted by China, and the factors that might facilitate China’s participation in the treaty.
متن کاملMilitary Fissile Material Production and Stocks in France
France ended fissile material production for military purposes in the 1990s and has started to decommission and dismantle its production facilities at Marcoule and Pierrelatte. This paper provides an overview of the French production complex and presents new estimates of historic fissile-material production, which include neutronics calculations for the production reactors at Marcoule. The anal...
